Display banner to admins when there are users over license

What does this MR do?
It shows a warning banner to admin users when there are users over license in a self-hosted GitLab instance. When the admin uploads a new license key the banner is gone. The banner can be dismissed on regular pages but it will always visible on admin pages as long as there are users over license.
