Add support for artifacts/exclude CI configuration

What does this MR do?

This merge requests adds support for artifacts:exclude CI/CD config.

This is partial work, hidden behind a feature flag, need to build this feature. Remaining part needs to be built on the Runner side, and once this is done we will toggle the feature flag ci_artifacts_exclude to defaiult_enabled: true.
