What does this MR do?

This MR configures the ToastUI dependency with the correct configuration options.

Configuration options in this MR should match the options in the design mockups

Behaviour

This should have no impact on the current behavior of the SSE.
No visual changes to our SSE are expected.

Tasks

Define the default toolbarItems.
Define the default initialEditType (wysiwyg).
