Fixes for RSpec/LeakyConstantDeclaration

What does this MR do?

Part of #211580. This enables the rubocop RSpec/LeakyConstantDeclaration in the spec/features/ directory and fixes the violations that were present. It also enables it in config/ and fixes the single violation there.
