Tag spec as orchestrated and add TODO

What does this MR do?

Tags restrict_by_ip_address_spec as orchestrated to stop it from running against live environments such as staging. It cannot run in live environments due to the reason mentioned in this comment.

However, this is just a work around to get the test out of quarantine as there is no reason to stop the test from running nightly, master and MR pipelines. This work around will be gone after https://gitlab.com/gitlab-org/quality/team-tasks/-/issues/493 is done.
