Add admin controller actions for instance variables
What does this MR do?
Related issue #14108 (closed)
This MR adds the controller actions needed for the UI to create/update global/instance level CI variables.
To keep everything simple it must be compatible with Groups::VariablesController and Projects::VariablesController
