Migrate pipelines_spec.js to Jest

What does this MR do?

Migrates spec/javascripts/pipelines/pipelines_spec.js from Karma to Jest and VTU.

This MR does the bare minium to get the spec over to Jest, but does not clean up a lot of the spec that could be done. I propose we do this in a future MR.

Follow up issue for a complete refactor of this spec #215883 (closed)
