Deploy Keys - refactoring

What does this MR do?

This MR prepares the ground for creating Group-scoped Deploy Keys (#14729 (closed)). It refactors some views that will be shared between Project and Group Deploy Keys.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
