Show all licenses in the license history

What does this MR do?

Part of #213108 (closed)

With this merge request all licenses will be listed in the license history and not just the past licenses. It will also highlight the current license since there can also be future licenses.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
