Add reference to Job Stages Attempts in Retry

What does this MR do?

Makes the "Job Stages Attempts" section more discoverable when searching for ways to make CI jobs retry. E.g. this issue was created because I was not aware of the Job Stages Attempts variables: #215216 (closed)
