Refactor GraphQL sorting and pagination specs for Issues

What does this MR do?

Begins the refactoring of graphql sorting and pagination specs into a set of shared examples. This will make it much easier to write these specs for different GraphQL queries.

This sets up the initial shared examples, and targets the EE issue specs first.
