Add docs about precedence with multiple Prometheus

What does this MR do?

If a user has activated a manually configured Prometheus, along with managed Prometheus applications installed on Kubernetes clusters, there is an order of precedence that decides which Prometheus app will be used to execute queries from custom metrics and custom dashboards. This MR adds documentation describing this order of precedence.
