Use override utility in EE::EnvironmentsHelper

What does this MR do?

The EE::EnvironmentsHelper helper overrides methods defined in EnvironmentsHelper but does not annotate the methods with the override utility. This MR adds the missing override statements.

Requested in !29789 (comment 327534469).
