Move user pipeline condition into threshold

What does this MR do?

• Moves the concern about user pipelines out of helper and into threshold class
• Fine tunes the requirements around pipelines in respect to projects and namespaces as agreed upon in https://gitlab.com/gitlab-org/gitlab/-/issues/214348#note_326415573
