Docs: Move Focus Mode to Core

What does this MR do?

As #212331 (comment 325538512) states, Focus Mode is not being moved to Core in %12.10 after all.

I propose to remove the tier information line, but not add **(STARTER)** to the heading again, just to remove it in the next release.
This way we'll have a slightly incorrect heading for a short time, but will avoid messing with the URL often.
@rdickenson What do you think about this approach?
