Add pipelines path to api.js

What does this MR do?

Adds pipeline path to app/assets/javascripts/api.js. Defaults to fetch all pipelines for a single project, but has the option to pass in query params.

Example usage: Api.pipelines(projectId, {username: 'root'})

This is a needed MR for #15268 (closed)
