Validate group name only on name update

What does this MR do?

The group name validation added as part of #197301 (closed) validates name every time the group object is updated.

This can cause an issue for customers app as it updates namespace (attributes other than name) when a subscription is purchased/amended.

Restricting this validation to be run only when the name is updated will ensure the subscription flow is uninterrupted with this change.
