What does this MR do?
The branch of this MR is based on the branch of MR !29405 (merged).
Aim of this MR is to solve #31264 (closed) and #213080 (closed). It is mostly based on the previous MR !25823 (closed) and Fabio's idea of "strict_mode".
Please ignore some ugly code for now
