Remove "Please ensure your account's recovery settings are up to date." message at self-managed instances"

What does this MR do?

This MR makes sure that "Please ensure your account's recovery settings are up to date" message is displayed only at Gitlab.com Originally our intent was to display it on self-managed instances too, but it seems there are too many different factors (LDAP & SSO, etc.) so we will prefer for now to keep it Gitlab.com only
