Revert "Merge branch 'quarantine-flaky-spec' into 'master'"
What does this MR do?
After the fix !29465 (merged) merged, we did not see the issue #213793 (closed) any more.
We can un-quarantine the project/tree_restorer_spec now. So revert MR !29273 (merged).
