Add last fetched at timestamp on show vulnerability page
What does this MR do?
Related to #209990 (closed)
According to #209990 (comment 318916684) we need to have a way to tell front end application when discussions were fetched from the server so it can start polling updates about notes with proper timestamp. This MR adds small property to vulnerability_data helper method that is used in https://gitlab.com/gitlab-org/gitlab/blob/master/ee/app/views/projects/security/vulnerabilities/show.html.haml#L9.
