Sort Feature Flag Strategies by ID for Display in UI

What does this MR do?

Sort the strategies for a new version feature flag by id. This makes the display order more intuitive in the UI as strategies will be sorted in the order they were created.

Also:

• Refactor the feature specs for a user updating a feature flag to account for both legacy and new flags.
• Add a feature spec for creating a new version feature flag with the default environments for a strategy.
