Add npm request forwarding to settings API docs
What does this MR do?
In &3078 it was surfaced that many new application settings have been added to the response but are not documented in https://docs.gitlab.com/ee/api/settings.html. Admin need these settings documented so they can setup and maintain GitLab.
This MR adds that setting to the example response and the table listing each setting.
