Drop x-y-stable Secure image pinning

What does this MR do?

Drop x-y-stable Secure image pinning in favor of semantic versions.

• In future versions we will pin to minor #9725 (closed) but major pinning works for now.
• Deprecation notice: https://about.gitlab.com/releases/2020/03/22/gitlab-12-9-released/#planned-removal-of-x-y-stable-docker-images-in-favor-of-semantic-versions-for-security-products

We will continue to release x-y-stable images until %13.0 so any overrides in place continue to use those for now.
