Geo: Integrate Package File replication with framework Blob endpoint

What does this MR do?

• Adds extra test coverage
• Fix integration between Retrieval API endpoint (primary) with Blob download logic (secondary)
• Fix some internal integration between how publish and consume is handled (make sure we are calling the right methods with the correct signature)
• Code documentation (YARD)
