Add some extra logging on failure of restrict_by_ip_address_spec

What does this MR do?

Adds some temporary logging on failure of restrict_by_ip_address_spec This will help us debug and determine if:

  1. Revisiting/refreshing a page fixes the issue
  2. If the IP address we set is still the same after failure

The test is still in quarantine.
