Update docker version in docs

What does this MR do?

Addresses #214051 (closed) by updating the hardcoded version of docker found in various docs to 19.03.8.

Also fixes a few references to 19.03.00 and 19.03.01, which are non-existent tags (should be 19.03.0 and 19.03.1, respectively)
