Geo: Advise skipping GitLab 12.9.0-12.9.3 due to repo verification bug
What does this MR do?
Tell customers to skip versions where they would encounter a bug #213523 (closed) which is fixed in a later patch version.
The bug is in 12.9.0 through 12.9.2. 12.9.3 is going to be a security release, so the earliest 12.9.X version that the fix will be in is 12.9.4.
The fix is in master, so 12.10 is safe.
