Move AlertsInserter out of EE

What does this MR do?

Since all MRs to move Custom Metrics and Alerting out of EE have been merged, we can now start working on code that is at the intersection of custom metrics and alerting.

This MR moves the AlertsInserter dashboard processing stage out of EE.
