Seed metrics dashboard with example heatmap charts

What does this MR do?

Seeds sample heatmap charts metrics on user development_metrics dashboard

To test:

• Run bundle exec rake 'gitlab:seed:development_metrics[your project id]'
• Restart gdk
• Go to Operations->Metrics->Select development_metrics.yml from dashboards dropdown
