Move CommitStatusPresenter#recoverable? to model

What does this MR do?

Closes #35158 (closed)

I didn't move CommitStatusPresenter#recoverable? to the Ci::Build model since the Ci::Bridge presenter also uses that method. Moving it to Ci::Processable is an option, but I think it makes more sense to keep it in the presenter.
