Create project label for jira imported issues

What does this MR do?

Adjust label title and where in the flow the label is created.

With addition of separate state tracking for jira imports we can set the import label at the time when jira import is scheduled. Also change the label title to match the title specified in the issue #213225 (closed), i.e. jira-import::<PROJECT-KEY>-<IMPORT-NUMBER>
