Revert "Merge branch 'update-grpc-protobuf' into 'master'"

!27741 (merged) updated the google-protobuf version, but unfortunately due to compiler flags changing this does not build on CentOS 6: omnibus-gitlab#5232 (closed).

We'll have to roll this back (and perhaps the Gitaly change as well) until we figure out how to make this work.
