Reordered and streamlined pipeline topic

What does this MR do?

This is a docs-only change that rearranges and clarifies content in the Pipelines topic.

Previously it was a bit hard to scan. This change updates many of the headings to be active rather than gerunds. It groups similar topics together and avoids nesting topics when possible.
