What does this MR do?

This release (https://gitlab.com/gitlab-org/gitaly/-/commits/1aca342f790509147604e0adce09e9b7dd667905) includes the Stackdriver Profiler support for Gitaly. Extra config still needs to be passed at https://ops.gitlab.net/gitlab-cookbooks/chef-repo in order to enable the automatic profiling.
