Add a new default format for yAxis labels in monitor charts

What does this MR do?

This MR is tiny MVC to add a new default format for yAxis labels in monitor charts

Here we are introducing a new default yAxis formatter for the monitoring charts: engineering notation. We do this by building upon the current number formatters available to the charts and replacing the default of number.
