Move custom metrics partial and prometheus_metrics js files into Core

What does this MR do?

The custom metrics feature is being moved into GitLab Core.

This is the last frontend MR in a chain of MRs.

Manual testing

Follow the steps in the issue to test create/edit/display/delete a custom metric.
