WIP: Update pip cache directory in Python.gitlab-ci.yml

What does this MR do?

Replaces the PIP_CACHE_DIR environment variable with XDG_CACHE_HOME, according to pip documentation. The old variable doesn't seem to appear in pip source code anymore.
