Hide Request subtitle when Threat Monitoring has no data

What does this MR do?

Related to #14707 (closed)

We have noticed on Threat Monitoring page that Request subtitle is currently visible even when there is no data to show:

In this MR we are hiding that subtitle when there is no data to show.
