Update cluster-applications to 0.13.1

What does this MR do?

This will introduce support for Cilium 1.7.1 and will lock Hubble to version 0.5.0

Cilium 1.7.1 contains security fixes recently discovered in Envoy. Hubble 0.5.0 is a first tagged version and locking on it will help us with reproducible builds.
