Update Group SAML SSO selectors

What does this MR do?

Some elements were moved around in !28057 (merged) and unfortunately, the selector sanity tests did not catch it due to the fact that the views were added in included block whereas the module is actually prepended

This MR fixes the selectors for SAML SSO and the sanity tests.

Also changes the issue status to a bug for a quarantine spec based on #207164 (comment 316111100)
