Revert "Add read-only state for LDAP syncable attributes"

What does this MR do?

It reverts "read-only state for LDAP syncable attributes" (introduced in !24049 (merged)) because it needs more thoughts on WHEN and for WHOM exactly this logic should be applied. There are reports from customers that this behavior wasn't expected and desired by them.
