Errors seen when TLS handshake is tried with a http server

What does this MR do?

These errors aren't very clear. At present, lots of clients and servers are deprecating old TLS versions (TLS 1.0 and lower, sometimes anything below 1.2) and a much simpler mistake is easily misinterpreted by a customer or support engineer over-thinking the problem!

I reproduced these errors while working a customer ticket (internal link)
