Move Prometheus metrics services to Core

What does this MR do?

Move the services responsible for updating and deleting Prometheus metrics out of the EE folder since the feature is being moved to GitLab Core.

This is the second MR in a chain. I'll change the target branch to master once the first MR is merged.
