Incidents e2e test

What does this MR do?

This MR implements the test case: E2E tests for Incidents.

There are significant file changes since the tests need to be consolidated to one single spec file. This is due to the cost of setup (GKE k8s cluster + managed apps installation + runner&pipeline + deployment).

Does this MR meet the acceptance criteria?

With a smaller scope stated in the test case which excludes testing the trigger of alerts and incident creation. Due to complexity the test case this MR represents the first iteration on it.
