Prevent unauthorized display of GitLab employee badge

What does this MR do?

This MR adds a constraint to consider a user as a GitLab employee only if the email is verified.

This will prevent unauthorized usage of GitLab employee badge by users who have set their email domain to gitlab.com, however have not confirmed them.
