Generate panel Ids based on panel title and group title in the dashboard yml file

What does this MR do?

Implements: #212617 (closed)

It adds PanleIdsInsetret stage into dashboard processing services. PanleIdsInsetret builds panel id based on panel's group title, panel type, and panel title. In order to avoid cases sensitivity and special characters, I decided to used hased version of id, instead of slugified one.
