Remove feature flag to disable waiting on jobs
What does this MR do?
Removes a (backstage) feature flag that was enabled on 2020-03-25: gitlab-com/gl-infra/scalability#205 (comment 311233615)
If we saw any negative effects from this change, we'd expect to see them very quickly.
