Expose project services through GraphQL

What does this MR do?

This mr makes use of GraphQL interface to expose a basic project service type for all services that do not implement its own specific type.

This is fore-work to make it possible for jira service to expose jira projects through accessing Jira Rest Api that is being added in !28190 (merged)
