[Value Stream Analytics] Ensure that only a single loading icon is displayed

What does this MR do?

This PR added condition to inside task-by-type-chart template, for preventing case when multiple loaders are displayed on the page at the same time. Also added unit tests for checking that there is only one loading icon in different conditions.
